There seems a contradiction that this state cannot be reached merely by inner work and that his state of harmony depends entirely on his harmony with his surroundings. Harmony by itself is inner work by itself. If inner thought says he/she does don't like this and that of the surrounding of things or people then his harmony will be broken inside and he may make non-positive comments . Thus breaking one's inner harmony and outside harmony. If one learns that everyone is correct from his/her view points , all surroundings are but natural, that everyone is a nice person and everything is nice from within then he/she will be in harmony with himself/ herself first internally and then automatically with surrounding. Change in belief is needed and that is the work of inside.
